As Mr. Mitropoulos the Secretary General of IMO has stated it is now generally accepted that "The time for apportioning blame as to who is responsible for the state of the planet has passed. Now it is time for action. Developed and developing countries, industrialized and emerging economies alike are left with no option other than to get together and, together, work out solutions that will serve well the good cause of reversing the route to planet destruction."

Public Consultation for Major Projects: Understanding the New Requirements, Getting it Right
The Planning Act 2008 makes it a statutory requirement for project promoters to engage in pre-application consultation with local communities, local authorities, and those who would be directly affected by the proposals. The new Infrastructure Planning Commission has made it very clear that promoters who fail to demonstrate evidence of adequate consultation will have their applications rejected and promoters must provide evidence of the consultation they have undertaken and how this has shaped the final decision.
